Important Updates: Read more about 216D Law Changes

  • The 48-hour waiting period for excavation now begins at 12:01 a.m. the day after the ticket was filed and continues to exclude weekends and holiday.
  • White markings are now required by law with no exceptions. In addition, black marks may be used on site during wintery conditions. Starting January 1, 2026, excavators may use digital white lining to mark the area of excavation if it provides as much information as a physical mark.
  • A Meet Ticket is now required for excavations that are 1 mile or more in length, or for any adjacent geographic sections that when combined, meet or exceed that 1-mile length.
  • Excavators are required to notify GSOC 48 hours in advance, excluding the day of submission, weekends, and holidays, before beginning excavation.
  • An excavator may contact GSOC up to 14 calendar days prior to beginning excavation to provide facility operators additional time to mark the area of proposed excavation.
  • Activities in the proposed area of excavation or Boundary Survey must take place before the expiration date and time on the notification.
  • Once the ticket is filed and you receive an emailed copy of your ticket, carefully review all information. If any changes are necessary, promptly contact GSOC.
  • Underground facility operators may either mark the underground facilities in the field, place a clear/no conflict flag(s) in the field, or respond through GSOC’s positive response system, Search & Status.
  • Things like sprinkler systems, invisible fences, and electricity going to outbuildings are called private facilities. If you know or suspect that you have underground facilities that were not marked by the utility companies, you will need to hire a private facility locator.
